Introduction: A thorough treatment of the constitutional status of American Indians would involve a complete analysis of the unique and complex field of Federal Indian law which cannot be adequately described merely by reference to the numerous treaties, statutory enactments of Congress, and court decisions or Federal administrative decisions.(1) The legal and political status of Indian tribes, the relationship of Indians to their tribes and to their States, and the relationship of tribes to the States and to the United States Government have long been issues of controversy. Tribes have traditionally been viewed by Federal courts as dependent or tributary nations possessed of limited elements of sovereignty and requiring Federal protection.(2)
