Excerpt: We are pleased to be here to discuss the limits of our audit authority over the Federal Reserve System. My remarks principally will concern the provisions of section 3 of H.R. 28 which would remove all restrictions on our authority to examine Federal Reserve activities. Currently, we lack audit authority over the Federal Reserve's monetary policy, foreign transactions, and Federal Open Market Committee (FOMC) operations.
